You CAN make Ming a tributary, but they'd probably be super disloyal, and you wouldn't be able to take their land.īasically I ended up in a death spiral where I was stuck on 0 mandate with no ability to regain it (No tributaries in range, maybe I could've forced Japan + Brunei + Pasai through war, but once you reach 0 it's too late for that, you can't war anymore). If you want to take them off Ming, it costs the same to force Ming to cancel them as it does for a normal vassal (so a decent sized tributary will pretty much cost 100 warscore). And then you can't take any because Ming has them all. Until I realised I was losing 0.2 mandate a month because of non tributaries (AKA Ming) and the fact that I had none.
I managed to take the mandate in my second war vs Ming as Qing, and was pretty happy with myself.
